Chief Minister O. Ibobi Singh Government has totally failed to keep the law and order situation of Manipur.

After the ultimatum submitted to Manipur Chief Minister O. Ibobi Singh by Joint Action Committee against the brutal killing of Yengkhom Krishnadas (JCA) to arrest the culprits within seven days, has failed, the student communities of the region protested in national Capital with memorandums submitted to the President, Prime Minister and Home Minister, demanding CBI Enquiry.

Chief Minister’s failure to arrest the actual culprits after finding the clues and arresting the kingpin persons has clearly revealed the hidden agenda of the state Government. The public has lost the trust in state Government and its police forces. The justice to deceased and his bereaved family members will only be possible if the case is handed over to CBI.

The kingpin Th. Nando and two persons arrested from Sajiwa Jail in connection with Krishnadas killing and recovering mobile handsets and SIM cards from their custody reveals first, the home department of Manipur which is under care of Chief Minister, has totally failed and secondly, a unambiguous game to divert and cover the actual culprits of brutal killing of Krishnadas is being seen played by O. Ibobi Singh and his police forces by throwing allegation on Th. Nando and his two colleagues who are already languishing in the jail for other crimes committed earlier.

New Delhi based Human Rights Activist Madhu Chandra Spokes Person of North East Support Centre & Helpline who leads to fight the discriminated meted out to North East communities in Delhi and NCR, said, “Why the investigating Manipur police officials failed to find out who is the main culprit(s) who instructed the accused in police custody Smt. Seram Ashalata to collect the ransom of Rs 25 lakhs from Yengkhom (Ongbi) Bimola Devi, the wife of deceased Krishnadas on June 11, 2009? Why not the investigation police officers failed to find out from Ashalata, whom has she handed over the collected ransom of Rs 25 lakhs? No body will trust that Ashalata has handed over to kingpin Th. Nando and two other prisoners inside Sajiwa jail. If so why not the police official on duty at Sajiwa Jail has been left out?”

“The public has huge cry, why investigation police official are able to find out the kingpin Th. Nando and two other fellow prisoners from Sajiwa Jail who are behind the bar in Sajiwa Jail and not the actual culprits roaming free outside. The failure to find the actual culprits roaming free outside, can be only for two reasons. First, the investigating police official and Government concerned have failed to do the job, for which independent enquiry under CBI should be instituted. Secondly, the investigating police official and Government concerned know the actual culprits roaming free and they have been covered and diverted by throwing the ball on Th. Nando and his two fellow prisoners, who were languishing in Sajiwa jail for other crimes committed earlier,” says Mr. Madhu Chandra.

In the protest rally held at Jantar Mantar yesterday in demand of justice to Krishnadas killing, Dr. Udit Raj, President of All India Confederation of SC/ST Organizations and Dr. John Dayal - Member of National Integration Council joined the JAC (Delhi) demand of CBI Enquiry.

The JAC (Delhi) resolved to continue the agitation to fight for justice to Krishnadas and his bereaved family members if the Manipur CM O Ibobi Singh fails to arrest the culprits. JAC Delhi will bring the bereaved wife and two years old daughter of deceased Krishnadas to national capital Delhi to make delegations to highest officials of Indian Government with relay hunger strike.

Dr. Udit Raj and Dr. John Dayal who fight for down trodden people of India have assured their support to Justice Campaign for Krishnadas led by JAC (Delhi) and North East Support Centre & Helpline along with student bodies of North East India. His family was demanded of Rs 2 crores as ransom for his safe release. He was cruelly tortured and killed brutally after the payment of ransom scaled down to Rs 25 lakhs. Some unknown armed persons numbering about 5/6 persons forcibly abducted Shri Yengkhom Krishnadas Singh a resident of Kakching in Thoubal District, from the residence of his father in law at Thangmeiband Khomdram Shelunba Leikai, Imphal West district on 10th June 2009 at around 9: 45pm.

2. Subsequently on 11th June the kidnappers demanded on phone a sum of rupees two crores from the family for his safe release.

3. However on persistent request by the wife of Shri Yengkhom Krsihnadas Singh through telephone talk the kidnappers reluctantly scaled down the ransom amount to Rs. 25,00,000 (twenty five lakhs).

4. In the evening of 11th June, on the instruction of the kidnappers, the family of Krishnadas handed over a sum of Rs. 25,00,000 (twenty five lakhs) to a women named Smt. Sairem Ashalata Devi of Sagolband Sayang Konthoujam Leikai, Imphal West District.

5. Despite (of) taking the ransom the kidnappers mercilessly murdered Sri Yengkhom Krishnadas and dumped the dead body at a hillock near the water supply scheme at Lilong in Thoubal District. Later the dead body was recovered by the police in the morning of 12th June and was deposited at the morgue at the Regional Institute of Medical Sciences morgue in Imphal West District.

6. On hearing such an unexpected and shocking news the people of Kakching and its surrounding villages spontaneously came to the street in protest of the killing resulting into general strikes and blockades across Manipur.

7. Consequently, a Joint Action Committee (JAC) Against the Brutal Killing of Shri Yenkhom Krishnadas Singh was constituted with representatives from various clubs and organizations to steer a peoples’ movement.

8. In the meantime, the JAC submitted a memorandum to the Hon’ble Chief Minister, Manipur on 12th June demanding immediate arrest of the culprit(s) and necessary measures in this connection.

9. On 14th June 2009 the JAC again submitted an ultimatum to the Hon’ble Chief Minister, Manipur reiterating the points to book the culprit(s) within a week. Subsequently, upon the assurance of the Hon’ble Chief Minister of Manipur, the dead body was accepted to perform the last rites with a mammoth procession from the RIMS morgue to Kakching on 15th June.

10. In this connection the Manipur Police Department registered a case under FIR case no. 188 (6) 09 Imphal P.S.U/S 120(b)/307/302/364 (A)/457 Indian Penal Code (IPC) &16/120 UAP (ACT) & 25 (I-B) Arms Act.

11. During the course of the investigation the police arrested Sairem Ashalata Devi (36)W/o Ramchandra Singh of Sayang Konjeng Leikai, Imphal West and was later confirmed that she was the person who took the ransom amount, i.e. Rs. 25,00,000 (twenty five lakhs) from the family of (L) Shri Yengkhom Krishnadas Singh.

12. It may be mentioned that the police had also arrested the alleged kingpin, Th. Nando Singh from Sajiwa jail Imphal East District who is now in the police custody for further interrogation.

13. There is a great apprehension among the public that some superior authorities may have been involved in the killing which may lead to protection of the real culprit(s) from a fair justice.

14. It may be pointed out that such criminal and nefarious activities which have become a regular affair, unless held in check, will lead to a dangerous breakdown of the basic foundation of democracy in the state.

In view of the above facts and circumstances, the Joint Action Committee (Delhi) Against the Brutal Killing of Yengkhom Krishnadas demands:

1. An immediate CBI Inquiry to be initiated.

2. Justice to be done to the aggrieved family.

With these demands, the JAC requests for your kind attention in finding out the culprits and book them according to the law of the land.

Yours faithfully,

OFFICE OF THE
JOINT ACTION COMMITTEE AGAINST THE BRUTAL KILLING
OF SHRI YENGKHOM KRISHNADAS SINGH
Kakching, Manipur

20th June 2209
To,

His Excellency
The Governor of Manipur

Subject: A humble prayer for directing the Manipur Police Department to expedite the investigation of the brutal killing of (L) Shri Yengkhom Krishnadas Singh, Social Worker.

Ref. The wounds in the hearts of his wife and little daughter suffering trauma of dragging her husband and father in naked eyes at wee hour on June 10, 2009 at around 10 PM from his wife’s resident will remain unhealed forever.

Justice Delayed is Justice Denied

The wound in the hearts of the people caused first by the brutal killing of Krishnadas has deepened the groaning by the delay game of Manipur Government and state security forces. The assurance given by the Chief Minister O Ibobi Singh at two different delegation led by Joint Action Committee against the Brutal Killing of Y Krishnadas Singh on June 12 and 14 repeatedly informing the delegation that the clues of the culprits has been traced and followed by the arrest of Laishram (Ongbi) Ashalata, to whom the ransom of Rs 25,00,000.00 was handed over by Krishnadas`s wife Bimola for safe return of her husband. Bimola identified the photo of the accused brought by the police personnel and latter in police custody.

To her and whole of the community, deceased Krishnadas belongs to, were utterly surprised by the fact that no concrete steps taken to arrest of the culprits which can be dug out from the arrested accused persons. Justice delayed is the justice denied by O. Ibobi Singh`s government to the deceased person and his bereaved family members and the communities that stand in solidarities.

In continuous protest against the brutal killing of Krishnadas has entered fourth days in his birth place, Kakching, which is a Dalit (Lois) village in the state of Manipur. Shops, offices and business establishment in different parts of the state stood still for four days continuously begun from June 12. Over 10,000 publics, civil societies, social workers, students, human rights activists and scholars in over 300 buses, trucks and other vehicles marched from Kakching to capital city Imphal to collect the dead body of the deceased on June 15. A Procession on foot from neighbouring village Pallel, where Krishnadas had a dream to develop to his native town was marched in thousands joint from the surrounding villages, towns and delegation from different parts of state. The last rite of Krishnadas was performed by his families, relatives and his communities towards the end of the procession at his birth place.

Yengkhom Krishnadas Singh was born on March 1, 1971 in Kakching, Manipur. He belongs to Lois (scheduled caste) community. His father Yengkhom Balop Singh was well known among Vishnuvites cult of Hindu communities of his skill and fame talent of pung-cholom (Manipuri religious classical drumming). His father expired at old age in 2000. His mother Yengkhom Ongbi Nupimacha Devi is still alive, living with his youngest brother.

He had two elder brothers, three sisters, one younger brothers and one younger sister. All of his brothers and sisters are well settled with their families and children.

Krishnadas got married to Yengkhom Ongbi Bimola Devi on February 6, 2006 and had two years old daughter. His wife is from well to do family hails from Imphal Thangmeiband Khomdram Selungba Leikai.

He has his primary and high school education from Sumak Leikai Primary School and Model High School next to his home. He had his pre-university course from Kha-Manipur College, Kakching and graduate from D. M. College in state capital Imphal. After his graduate with two years gap, he had his Master in Computer Appliance (MCA) from Manipur University in 1997.

His Dream

He had dreams to transform socio-economic condition of Manipur in general and his place and surrounding villages in particular. His greatest concern was for young unemployed educated and non-educated generation. The socio-economic, education and general lives of people are badly affected by the multiple crisis of the state that is going on for last 10 to 15 years. The helpless mothers of young unemployed educated and non-educated generations, grieves in uncontrollable agony because the ray of hope begun dawning brought by the sacrificial tireless efforts of Krishnadas.

He knew for sure what his birth place Kakching and its people have been suffering for centuries. The people of Kakching that represent by Krishnadas was oppressed as Lois for the reason of disobeying then the Manipuri king who ordered all of his subject to convert into Hinduism. Ever since then, the socio-economic, social life of the people of Kakching was segregated till today. The people of Kakching were renamed as Lois, meaning outcaste for reason of not accepting Hinduism. Thereafter the destiny of the people of Kakching was destined as low caste.

After independent of India, in the Presidential Order of 1950, the people of Kakching as Lois were listed as Scheduled Caste with the eligibility to benefit the constitutional beneficiaries yet the Government of Manipur denied it for 42 years from 1950 till the Supreme Court of India gave the order to extend Scheduled Caste beneficiaries to the people on Kakching in 1992.

Krishnadas`s dream was pure and seen by the communities in his short span of his social work carrier. He wanted to uplift the community that was kept oppressed for decades and centuries.

To him there is not different of caste, creed, religion, region, race and tribes. He broke the social boundaries. He crossed the religious differences. His social concern could not be limited by one`s differences of caste, creed, religion and tribes. This is seen in crystal clear when he donated the community halls to the indigenous religion of Meiteis, Muslims and Christian communities.

After his study, he took up his social carrier along with his contract work in various projects under Government schemes. His contribution to different society and communities was from his earning of contract benefits. He took lion share in Kakching Khullen Ibudou Khamnangba Laikon community hall, Sengrong Lairembi Laishang, Kakching Makha Loubuk (Pukhri), Kakching Mayai Leikai Pukhri, Waiting Shed on Louyai Lambi, Yengkhom Lai Committee, Panthoibi Lai Committee, Union Baptist Church Kakching and Kakching OM Shanti Building Construction.

His social concern went beyond his birth place. He contributed one computer set to Pallel Young Volunteer Club. He also helped Irengband Irum Ningthou Lai Committee.

He also served as President of South Eastern Sporting Union, Kakching, Sengrong Lai Committee from 2008 onward. He was also a life member of North Imphal Sporting Association (NISA) Thangmeiband, Manipur.

In highest tone of condemnation and appealed to the state government of Manipur remains unheard. There is enormous growing of fear, the state government of Manipur might covered up the culprits and deny the cry of the public for justice might denied at last. The justice delay of the Government is the justice denied to deceased person and his bereaved family members.
